In recent years, the explosive growth in global output of scientific literature and the availability of such content in digital form like HTML, XML, etc. has driven academic, corporate, and government organizations to adopt automated tools to analyze and extract value from published research. To address this growing need, IEEE now offers data licensing options for IEEE content for machine-based query and analysis to help drive innovation and research.

What is Data Licensing?

Data Licensing involves the need for data for use with computers, databases, and specialized software programs to “read”, analyze, and extract meaning, patterns, relationships, and other information from content, which drives speed, efficiency, higher human productivity, and improved organizational competitiveness.

What content is included in the IEEE data licensing solution?

IEEE has nearly 7 million articles available for licensing, drawn from our journals, magazines, and conferences. 

The IEEE data licensing solution provides structured access to IEEE journal and magazine articles and conference papers, allowing users to programmatically extract, analyze, and visualize data. Access options API and bulk data access to enable large-scale research and discovery.

  • The metadata can be licensed on its own and is a rich representation of the article, including the full bibliographic record, the abstract, and keywords. 
  • The metadata can also be licensed along with the full-text. Nearly 7 million articles have PDF full-text and, if you are using the full text API, many of the articles also have machine-readable text in XML and JSON formats.
  • In addition to the bibliographic metadata, customers can also license the full list of references for each article (Additional fees may apply).


Note that the available content in IEEE Xplore continues to grow by approximately 250,000 articles per year, and many customers choose to license each new year of content to meet their data licensing needs.
